Call for applications for DERF funding of emergency relief interventions responding to the following eligible humanitarian crisis:

The following additional conditions will apply for this Call:

1.The DERF will allocate a total of DKK 4.000.000 for this Call;

2.Applicants can apply for up to DKK 2.000.000 DERF funding under this Call;

Rapid onset

According to the Alert Note, between 22-24 December severe tropical storm (STS) Tembin made landfall, crossed various provinces across northeastern Mindanao and Palawan causing flash floods and landslides and intensified into a typhoon causing loss of lives and destruction of homes and critical infrastructure including schools, healthcentres, roads and bridges. 161.628 families throughout Mindanao have been displaced by Tembin.
The destruction caused occurs within a context of communities and infrastructure under severe stress due to the outbreak of conflict between an ISIL-affiliated insurgent group which seized control of Marawi City seven months ago and the Philippine government forces. This caused massive internal displacement and the entire Mindanao island has been under Martial Law since then. As explained in the Alert note, many families who fled the armed conflict in Marawi City seven months ago experienced a second upheaval as they are now displaced again by the Typhoon. Evacuation centers for the internally displaced families from Marawi have also suffered damage by Tembi. The host communities experienced an increased level of stress as they seek to deal both with the influx of internally displaced families, but now also find themselves in situations of increased vulnerability. Ethno-religious tensions between local Christian and Muslim population groups are stated to have worsened.

Particular Vulnerable Groups: It will be important to ensure that any DERF funded response ensures a prioritized targeting of the most vulnerable, hard-to reach and affected persons within the affected communities (both amongst the internally displaced and host communities).

Funding Situation:Strong coordination shall be important to ensure gap filling of the DERF funding demonstrating clear added value of DERF funding and ensuring that the most vulnerable, affected and marginalized people are reached. As per the received Alert Note, there is neither international humanitarian funding nor international organisations present engaging in the response in Davao city to the effects of the crisis, while there are actors responding in other parts of Mindanao.


Prioritized Actions:

  • Emergency and stabilization actions in the areas of shelter; food security; WASH; Health and psycho-social interventions

Humanitarian Access: No difficulty is reported though it should be expected with the damage done to critical infrastructure.
