Drought in Afghanistan, (18-005-SO)

Call for applications for DERF funding of emergency relief interventions responding to the following eligible humanitarian crisis: Title: Drought in AfghanistanLocation(s):Afghanistan (Samangan, Balkh, Jawzjan, Sar-e-Pul, Faryab, Badghis, Ghar, Badakhshan, and, Nimroz provinces)
DERF Funding Modality: DERF Funding Modality 2 Life-Saving and Stabilisation
Deadline for submission of applications: Applications are received and processed on an ongoing basis from DERF activation 4. June 2018 until the 18. June 2018 at 23:59 hrs.

The following additional conditions will apply for this Call:
    1.The DERF will allocate a total of DKK 5.000.000 for this Call
    2.Applicants can apply for up to DKK 2.000.000 if they are qualified up to this amount
    3.There is a gradual introduction of DERF Steering Committee decision 15. March 2018 regarding further capacity analysis of applicant organisations with larger DERF funded current portfolios as follows: Applicant organisations, who as a result of a successful assessment of their application under the current Call exceed three DERF funded current interventions (not concluded upon) and/or exceed a portfolio of 5m DKK DERF funding in current interventions, will commit themselves to undergo a further organisational capacity assessment.Additional actions in support of the application process under this Call: If there is interest amongst potential applicants, the DERF team can facilitate a meeting with potential applicants for this Call. The purpose of such a meeting would be to provide opportunities for applicants to coordinate their respective humanitarian interventions with one another and to access DERF team advisory services in the development of applications. FAO Rapid Assessment of the 2018 Winter Dry Spell in Afghanistan






Slow onset

The Government of Afghanistan declared a drought in mid-April 2018, and requested support from the international community. As a consequence of the drought, more than two million people are expected to become severely food insecure and in need of humanitarian assistance for survival. According to UN OCHA mapping two out of three provinces across Afghanistan are by now affected by the drought with the 9 provinces identified for this DERF Call being categorized as "severely" affected. As per the Alert Note, the impact of the drought comes at a very unfortunate time, as cases of severe acute malnutrition – seasonal malnutrition – rise on average by about 25 percent each year in the coming summer months.According to the FAO Feb 2018 Rapid Assessment there were typical signs of a prolonged dry spell and losses and damages in agriculture and livestock already evident. In the past, such drought-like winter conditions have led to decreased harvests and increased nationwide food insecurity, which deepens vulnerability of a population where one-third is already considered food insecure. The intensified conflict across many parts of Afghanistan further exacerbates the effects of the drought including by limiting the communities’ access to markets.

Prioritizing Particular Vulnerable Groups: Children and lactating mothers are particularly vulnerable alongside internally displaced populations. In addition, populations in Hard-to-Reach districts/areas, which in Afghanistan are defined by heightened security risks, represent a particular vulnerable and underserved group, hence if such groups exist in the mentioned provinces severely impacted by the drought, they are prioritized in allocation of funds to applicants.

Funding Situation: As per 03 June 2018 the Afghanistan Humanitarian Response Plan is 24.5% funded coming half way into the year. Financial data tracking since 2008 against funds requirements in Afghanistan Response Plans and Appeals show shortfalls every year in meeting the required level of funded. Prioritized Emergency Actions: Life-saving emergency relief and stabilizing actions with priority sectors: 1) access to water supplies; 2) emergency health services; 3) Nutrition, particularly children under 5 and pregnant and lactating mothers; 4) emergency shelter (ES) and NFIs for internally displaced persons; 5) Livestock health protection for small life-stock holders with ten or less animals amongst mentioned particular vulnerable population groups; and, 6) Protection.


Humanitarian Access:Access to specific target groups and locations is constrained by armed non-state actors. Safety and security issues are to be considered in the applications.
