Call for applications for DERF funding of emergency relief interventions responding to the following eligible humanitarian crisis: Title: Insecurity induced internal displacement in Ethiopia Location(s): Somali, Oromia and Tigray regions of Ethiopia DERF Funding Modality: Applicants choose the funding modality most appropriate given the context of the crisis, unmet humanitarian needs and their specific partnership Deadline for submission of applications: Applications are received through the online application system and processed on an ongoing basis from DERF activation Friday 31 August 2018 until close of this Call for applications on Sunday 23 September 2018 at 23:59 hrs. The following additional conditions will apply for this Call:
2.In implementation of decisions made by the DERF Steering Committee (DERF SC) on 15. March 2018 in its annual meeting (and subsequently approved by Danida), the following two conditions will also apply; 2.1.Applicants can apply for up to 70 % of the total allocated funds if they are qualified up to this amount per the results of their organizational capacity assessment. This is in accordance with the DERF SC decision on setting of financial ceilings on humanitarian response of individual applicant organizations; 2.2.Applicants, who as a result of a successful assessment of their application under the current Call exceed three (3) DERF funded current interventions (not concluded upon) and/or exceed a portfolio of 5m DKK DERF funded interventions not concluded upon, will commit themselves to undergo a further organisational capacity assessment. This is in accordance with the DERF SC decision regarding further capacity analysis of applicant organisations with larger DERF funded current portfolios; |

Spike in pro-tracted humani-tarian crisis | The Humanitarian crisis: Political turmoil and the eruption of fighting between federal and regional security forces and inter-ethnic conflict in the Somali region of Ethiopia in early August have since caused displacement with rapid increasing numbers of persons within Somali region and into neighbouring Regions of Oromia and Tigray (Source: Start Network, Start Fund Alert Note “Somali Region IDPs August 2018”, ACAPS). Per 17 August ReliefWeb/UN OCHA data indicated that 141,410 people had been displaced since early August. The ethnic conflict targeted non-ethnic Somali Ethiopians, with the majority of IDPs initially sheltering in churches and army compounds. According to the Alert Note submitted same date 274,000 people had been displaced. The current unfolding crisis should be understood within a context of high levels of acute food insecurity after 2 years of drought with 1.8m people in the Region relying on food aid to meet daily food requirements. [1] It is also a context characterized by high levels of internal displacement in particular in the regions of Somali and Oromia, but also across Ethiopia with a total of approximately 0.9m internally displaced persons in Ethiopia due to rapid urban expansion, droughts and ongoing conflicts within Ethiopia and in the region.[2] Placing further strains on host communities and the country’s resources and capacities, Ethiopia has become the largest refugee-hosting country on the African continent hosting 0.9m refugees from its neighbouring countries. [3] Prioritizing Particular Vulnerable Groups: Particular prioritized actions to enable identification of and assistance to particular vulnerable groups amongst the IDPs is critical. Funding Situation: Unable to ascertain information on existing and/or planned additional humanitarian financing to current unfolding crisis. However from the documentation submitted in the Alert and the humanitarian financing history for response in the region, it is likely the funding gap is significant. WFP initiated food distribution to in three locations of Jijiga city per 9 August reaching some of the IDPs[4] – coordination with existing and incoming actors remains important for the DERF. Prioritized Emergency Actions: 1) Food, 2) shelter/NFI, 3) WASH; 4) Health; 5) Protection.
