Call for applications for DERF funding of emergency relief interventions responding to the following eligible humanitarian crisis:

Title: Spike in Syrian Refugee Crisis.
Location(s): Syria, Lebanon, Jordan and Turkey
DERF Funding Modality: DERF Funding Modality 2 Life-Saving & Stabilization
Deadline for online submission of applications: Applications are received through the online application system and processed on an ongoing basis from DERF activation Friday 23 March 2018 until close of this Call for applications on Sunday 15 April 2018 at 23:59 hrs.

The following additional conditions will apply for this Call:
1.The DERF will allocate a total of DKK 7.000.000 for this Call. As is current practice, applications will be processed on an ongoing basis as they are received.
2.For interventions in Lebanon, Jordan and Turkey, applicants can apply for up to DKK 2.500.000 DERF funding
3.For interventions inside Syria, applicants can apply for up to DKK 3.000.000 DERF funding
4.There is a gradual introduction of DERF Steering Committee decision 15. March 2018 regarding further capacity analysis of applicant organisations with larger DERF funded current portfolios as follows: Applicant organisations who as a result of a successful assessment of their application under the current Call exceed three DERF funded current interventions (not concluded upon) or exceed a portfolio of 5m DKK DERF funding in current interventions will commit themselves to undergo a further organisational capacity assessment.
Applications will be processed on an ongoing basis as they are received. Once all funds available for this Call have been allocated to individual intervention applications, no further processing of applications shall be undertaken. This is irrespective of whether these were submitted within the deadline for the Call. All applicants shall be informed.

Results of spikes in protracted crisis Per the submitted Crisis Alert, heavy fighting in Syria’s northern region of Afrin and the suburban area of Eastern Ghouta near Damascus is causing civilians to flee to safer areas inside Syria as well as to neighboring countries thereby causing a spike in an existing protracted humanitarian crisis. As the Syria crisis enters its eight year, civilians continue to bear the brunt of a conflict marked by unparalleled suffering, destruction and disregard for human life. Over half of the population has been forced from their homes with 6.1 million people internally displaced within Syria, of which many have been displaced multiple times. Children and youth comprise more than half of the displaced, as well as half of those in need of humanitarian assistance. The rates of internal displacement continued unabated with an average of 7,800 people displaced every day throughout 2017. Parties to the conflict continue to act with impunity, committing violations of international humanitarian and human rights law. According to UNHCR updated data from 15. March 2018, registered refugees from Syria to countries in the region total 5,615,417 persons . This is an increase of more than 0.5m persons over the last 12 months, and places host communities under huge strain as they shoulder the social, economic and political fallout. Children make up almost 48% of the refugee population, with an estimated 2.6 million refugee children living in the region. Over 90% of the Syrian refugee population live in host communities, leaving less than 10% (460,376) in camps. Distribution of persons of concern across the 4 countries:
  • Syria: Of the 6.1m IDPs, 2.8m are children. Rural Damascus, Idleb, and Aleppo governorates host the largest IDP populations.
  • Lebanon: Over 0.9m registered Syrian refugees, though an estimated 1.5m Syrians reside in Lebanon. Registered Syrian refugees make up about 20% of the total population in Lebanon.
  • Jordan: Over 0.6m registered Syrian refugees and an estimated 1.4m Syrian refugees believed to be in Jordan.
  • Turkey: Over 3.5 million registered Syrian refugees, including at least 123,000 arrivals in 2018 and around 600,000 in 2017.

Increasing number of refugees: As war in Syria continues, the flow of Syrian refugees is expected to continue.

Particular Vulnerable Groups: Refugees have grown increasingly vulnerable - with the vast majority living below the poverty line. A large percentage of the refugees are women and children. Persons with disabilities constitute a particular vulnerable group, so do persons over 60 years, unaccompanied and separated minors, female headed households, and young girls and women at risk of sexual and gender based violence.

Funding situation: As per UN OCHAs Financial Tracking Service, humanitarian funding i 2017 reached 53,3% of required funds to meet the prioritized humanitarian needs in the Syria Crisis Response. This is a significant funding gap carried into 2018 with no expectation of decrease d humanitarian needs.
